Pension reform: who will lose and who will win from the new bill.

The law on the reform of special pensions may have unexpected consequences
The bill concerning the reform of special pensions and ensuring justice in the pension system may lead to unexpected outcomes. This was stated by pension expert Serhiy Korobkin.
According to the expert, after a preliminary analysis of the bill, it became clear that prosecutors may benefit while military pensioners lose the ability to recalculate their pensions.
'Due to the frequent practice of the authorities, where everything seems very good. But when you open the bill, you see that in reality, everything is the opposite,' Korobkin notes.
Halyna Tretyakova, chairwoman of the Verkhovna Rada Committee on Social Policy and initiator of the bill, believes that the document is created to establish a single procedure for assigning pensions based on years of service. However, Korobkin asserts that the bill does not solve all problems.
'In fact, this bill allows prosecutors to receive an indexed pension, which they did not have before. Therefore, this bill improves, rather than worsens their pension provision,' emphasizes Korobkin.
The biggest changes may affect military pensioners. According to the expert's analysis, the bill provides for the removal of the restriction on recalculating pensions for military pensioners when their financial situation changes, leaving only the possibility of indexing.
The bill also foresees the Cabinet of Ministers submitting to the Verkhovna Rada a proposal regarding the implementation of professional pension systems for employees of the prosecutor's office, courts, law enforcement agencies, and military personnel from July 1, 2026.
