Russia is afraid to deliver the 'memorandum' on peace: Foreign Ministry named the reason.

Ukraine expects a 'memorandum' from Russia
Ukrainian Foreign Ministry representative Georgiy Tikhiy explained why Russia is unwilling to deliver its 'memorandum' for negotiations. He claims that this indicates the presence of unrealistic conditions and an attempt to complicate the process of achieving peace.
'The fear of the Russians in delivering their 'memorandum' to Ukraine shows that it is likely filled with unrealistic ultimatums, and they are concerned that it actually complicates the peace process,' — said Tikhiy.
At the same Time, he emphasized that Russia must deliver the document, as required by Minister of Foreign Affairs Andriy Sibiga. Otherwise, this will thwart their intentions to complicate the process of achieving peace.
Ukrainian position
Ukrainian Defense Minister Rustem Umerov has already submitted a document representing the Ukrainian position to Russia and is waiting for a 'memorandum' from Russia.
The representative of the Ukrainian Foreign Ministry explained that Russia's refusal to deliver its 'memorandum' for negotiations indicates an attempt to hinder Ukrainian-Russian negotiations. Ukraine demands that Russia deliver this document to avoid prolonging the peace process.
