"Offline School": How the Education of Ukrainian Students Will Change from 2025.


The Ministry of Education and Science of Ukraine has approved a number of important changes to the regulations that are part of the comprehensive policy "Offline School".
These changes are aimed at improving the organization of the educational process in various conditions, particularly for children in temporarily occupied territories (TOT), abroad, and in places of temporary residence.
For students in TOT, distance learning in Ukrainian schools is being introduced. Each student will be assigned a teacher who will create an individual learning plan. This will allow students to study according to their needs and a convenient schedule. The load varies depending on the age: 5 hours for elementary school, 8 hours for middle school, and 12 hours for high school.
Children who were forced to leave their homes, starting from September 1, 2025, will be able to attend schools at their actual location. If there are no available spots in local schools, students can remain in distance learning at previous institutions.
For Ukrainian children abroad, starting from September 1, 2025, distance education in Ukrainian classes with a Ukrainian component will be available. They will study subjects not available in foreign schools, such as Ukrainian language, literature, and the history of Ukraine.
The Ministry has also established criteria for the functioning of distance schools and classes. Specifically, there must be at least 20 students in a class, the presence of at least one class for all years of study, and synchronous learning using digital tools.
