Ukrainians' subsidies were cut in May: the PFC explained the situation.


The Pension Fund explained why the amount of housing subsidies was reduced
The Pension Fund of Ukraine provided an official explanation regarding the reduction of housing subsidies that citizens received in May 2025. The change in the amount of payments is related to the end of the heating season.
According to the Regulation on the procedure for appointing housing subsidies, the calculation of subsidies is done differently for the heating and non-heating seasons. The non-heating season lasts from May 1 to September 30, while the heating season lasts from October 1 to April 30.
'That is why the amount of housing subsidy for April, which was paid in May, has changed compared to the amount paid in April (for March). For April, the subsidy is calculated using the social norms for only 15 days of the heating season - from April 1 to April 15 inclusive' - the Pension Fund explained.
At the same Time, the PFC notes that for October and April, there is a special calculation procedure. The subsidy for centralized, autonomous, and individual heating (including the supply of thermal energy, gas, and electricity for heating) is calculated taking into account the actual duration of the heating season, which officially lasts from October 16 to April 15.
The legal basis for such calculations is paragraph 70 of the Regulation on the procedure for appointing housing subsidies, approved by the resolution of the Cabinet of Ministers of Ukraine dated 21.10.1995 No. 848 'On simplifying the procedure for providing subsidies to the population for reimbursement of expenses for housing and communal services, purchasing liquefied gas, solid and liquid fuel for household stoves.'
Having completed the heating season, the Pension Fund explained the mechanism for calculating housing subsidies for residents of Ukraine. The change in the amount of payments in May 2025 is related to the end of the heating season. The procedure for calculating subsidies differs for heating and non-heating periods and also has specific features for October and April.
