In Ukraine, the system of determining disability will drastically change: what the Ministry of Health proposes.


The Ministry of Health of Ukraine has started implementing a reform of the medical and social assessment system (MSAC) with the aim of maximum social integration of people with disabilities. The reform involves transferring the examination to cluster and supra-cluster hospitals, using an electronic health system for decision-making, and changing the financing system. The assessment process will be called "assessment of everyday human functioning". Social guarantees for persons with disabilities and the medical and social examination procedure for children will be preserved.
The Ministry of Health has already conducted a review of medical-expert cases and introduced mandatory income declaration for MSAC members. A hotline of the Ministry of Health operates for citizens, and it is recommended to contact the National Police regarding demands for bribes. The reform will be fully implemented by 2025.
