Salary Crisis in Russia: Arrears Increased Threefold.


The Russian economy is suffering from a serious crisis in salary payments, as confirmed by official data from Rosstat. Overdue salaries reached a record 1.482 trillion rubles by the end of April 2025, with the construction industry at the top of the list with 921 million rubles in unpaid funds. Scientific and technical organizations and enterprises in the manufacturing sector have also faced salary issues.
According to official statistics, over 99% of all salary arrears are related to a lack of funds in companies. This indicates a threatening decline in the solvency of Russian enterprises.
Experts point to the overall economic crisis, sanctions, and tightening lending conditions as the main causes of the crisis. Delays in salary payments have become more widespread due to declining business profits and rising costs of loans. Moreover, delayed salaries are being used as 'free financing,' leading to difficulties in salary payments and increasing the risk of bankruptcy among partners.
